The former News of the World reporter chief Neville Thurlbeck has denied suggestions that there was a "culture of illegal payments" at News International.
Metropolitan Police Deputy Assistant Commissioner Sue Akers told the Leveson Inquiry into media ethics that evidence suggested there was a network of corrupt officials at the Sun newspaper.
Mr Thurlbeck said he was confident that 99.9% of his colleagues had not broken the law.
