Mike German, a former leader of the Welsh Liberal Democrats, says agreement can be reached in the hung parliament if all sides compromise.
He told Aled ap Dafydd on The Politics Show Wales that he would be "very comfortable" if the Conservatives offered a referendum on electoral reform.
